asked the Secretary of State for the Home Department to what extent the prisons are now overcrowded; how many prisons are now under construction to alleviate the present overcrowding; and when the first of them will be ready for occupation.

On 3rd April, 1962, there were 8,184 prisoners sleeping three in a cell. Six new establishments partly occupied, and fourteen others, are under construction, and plans for twelve more are going ahead. Sites for four further establishments are under consideration. All these will relieve overcrowding. The next establishment to be opened, on 17th May, is Bulwood borstal for girls. It will release accommodation in Durham and Manchester prisons.
