asked the President of the Board of Trade to what extent the United States are practising discrimination against British exports by granting financial aid to Commonwealth countries on condition that any capital equipment or other goods bought with that aid must be obtained from the United States, or carried in American ships.

It is the present United States practice to tie economic aid to the purchase of American goods and services, and to require that at least 50 per cent. of these goods must be carried in American ships.
