81. Mr. Redhead

asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether Her Majesty's Government have given further consideration to the recommendation in paragraph 1005 of the Report of the Royal Commission on Local Government in Greater London that the county councils of Essex, Kent and Surrey should for a transitional period receive a payment from the boroughs formerly in their counties in order to reduce the rate burden falling upon them as a result of the change; and whether he is now able to amplify the reference thereto in paragraph 51 of the White Paper on London Government.
