asked the Civil Lord of the Admiralty if, on the precedent of the optional issue of rum in Her Majesty's ships, he will authorise an optional payment of 3s. 6d. a day, or some other appropriate sum, in lieu of the privilege of buying cigarettes duty-free.

My noble Friend is considering what steps should be taken to discourage the acquisition of the smoking habit by young men in the Royal Navy, and it would be premature to authorise any special measures pending the outcome of this review.
