HC Deb 11 April 1962 vol 657 c128W
52. Mr. Sorensen

asked the Minister of Transport what consideration has been given to the proposal that loads of loose materials such as rubble, ballast and gravel must be conveyed only in vehicles designed to prevent their contents from falling on the roads.

Mr. Marples

The use of vehicles for unsuitable purposes, and the carriage of loads not well enough secured to prevent danger being caused by their falling off, are both offences under the existing law. I do not think any strengthening of the present provisions governing these matters is necessary.
