Edwardsasked the Secretary of State for War whether he is aware that during the North Atlantic Treaty Organisation military manœuvres in West Germany commencing 23rd October, 1961, 14 Spanish generals, accompanied by a United States colonel stationed in Spain, officially participated; and whether Spanish participation was sanctioned by the British representatives at the North Atlantic Treaty Organisation.
