asked the Lord Privy Seal whether he will now place in the Library a copy of the full text of his speech to representatives of the Common Market countries on 10th October.

Mr. Heath

The full text of my speech is being published today as a White Paper.

80. Mr. Russell

asked the Lord Privy Seal what steps he proposes to take to ensure that the contents of speeches he makes in future to the Council of Ministers of the Six are not disclosed to other foreign Governments before they are available to Commonwealth Governments.

I have nothing to add to what I told the House on 27th November.

Mr. Stonehouse

asked the Lord Privy Seal in what circumstances the full copy of his speech in Paris on 10th October regarding British conditions for joining the European Economic Community has been made available to the United States Government; and if he will now place the full text of his speech in the Library for the information of Members.
