asked the Secretary to the Treasury why a claim for salary increases made by the Association of University Teachers in October, 1960, has been brought within the pay pause policy of July, 1961.

The present salary scales for university teachers were effective from 1st January, 1960. At the time the Memorandum was received from the University Grants Committee setting out the case for a further increase, the need for the measures which the Government announced towards the end of July was already clear and no prior commitment in respect of an increase had been entered into. It is therefore at present under consideration, but implementation of any decision on it is subject to the general pause on wage and salary increases which forms an essential part of the policy to which I have referred.
