Mr. Woodburnasked the Secretary of State for Scotland whether he is aware of the difficulties arising under existing arrangements in Scottish courts in providing defence in cases of persons without means; whether he has completed his consideration of the Guthrie Committee's Report and his consultations with the Law Society of Scotland; and what steps he now proposes to take to ensure legal representation in all courts.
