§ Mr. Stonehouseasked the Secretary of State for Commonwealth Relations if he will make a statement on the proposals he has for a new Constitution in Swaziland; and what steps he is taking to ascertain the wishes of the Swazi people in this respect.
§ Mr. SandysAs the Swaziland Constitutional Committee (a multi-racial body representing the Swaziland National Council, the European Advisory Council, and the Swaziland Administration) is at present preparing its recommendations on the form of a Constitution for Swaziland, we shall not be in a position to make a statement until the Committee's report has been received and Ministers have had an opportunity of considering its recommendations and the High Commissioner's comments. Meanwhile, I can assure the hon. Member that no new Constitution will be introduced without taking full account of Swazi views.
