asked the Civil Lord of the Admiralty whether, in view of the importance of psychological considerations within the Western Alliance, he will give an undertaking that no decision to base German U-boats at Rosyth, or elsewhere in Great Britain, will be taken without full consultation with local authorities in the area involved.
