Mr. Biggs-Davisonsasked the Secretary of State for the Colonies what representations he has received from the Somali community in Kenya about the constitutional future of that Colony and Prtectorate; and what reply he has given.
§ Mr. Iain MacleodThe only such representations which I have received recently were from the United Ogaden Somali Association and from the Northern Province Peoples Progressive Party of Kenya. The former asked for a large measure of local autonomy and the latter for immediate secession.
In reply I have asked the Governor to explain that the position remains as stated by him in his speech at a baraza in the Northern Province on the 9th April, 1960. I am placing a copy of a report of the speech in the Library of the House.
