§ Mr. HareI am informed by the National Dock Labour Board that the average surplus in February, 1961, was 346 or 4.2 per cent. of the register. The corresponding figures for October, 1959, and October, 1960, were 692 or 8.8 per cent. and 1,501 or 18.3 per cent. The latter figure was largely influenced by the tally clerks' strike.

The corresponding figures for October, 1959, and October, 1960, were 2,881 or 10.1 per cent. and 5,210 or 17.9 per cent. The latter figure was largely influenced by the tally clerks' strike.
