§ Mr. HareThe administration of the Dock Labour Scheme is the responsibility of the National Dock Labour112W Board. The Board informs me that there was a shortage of labour yesterday and men had to be brought in from other parts of the port. I am satisfied that the Board does its best to minimise the amount of idle time.
