Mr. Brockway

asked the Secretary of State for Commonwealth Relations on what grounds permits are required from the authorities before meetings can be held in Bechuanaland.

Mr. Sandys

In accordance with customary Tswana law the permission of the Chief of an area is required before any meeting, other than a normal Kgotla can be held in his area. A similar customary law is followed in African communities organised on a tribal basis and living outside the tribal areas. Otherwise no permits are required.
