Mr. Emrys Hughesasked the Lord Privy Seal, in view of the fact that there is growing anxiety in Berlin about the possibility of the city being again bombed in the event of war, if he will give an undertaking that Her Majesty's Government will never again agree to the bombing of Berlin, but will regard Berlin as an open city, as Paris and Rome were in the last war.
