§ Mr. HeathAt 31st December, 1960, the expenses of the United Nations exceeded its receipts by nearly $35 million (£12.5 million). The amount assessed for 1961 is approximately $227 million (£81 million), but it is certain that a substantial proportion of this amount will not be paid, given the failure or refusal of the Sovietbloc and many other countries to fulfil their financial obligations to the organisation in the past. While it is impossible to say exactly what the present deficit is, there is no doubt that the United Nations is, in effect, facing bankruptcy.
This is a cause of great concern to Her Majesty's Government, who have always paid their contributions fully. Responsibility for the present grave situation lies with these Governments who are in default and there can be no question of our underwriting the deficit.
