asked the Secretary of State for the Colonies if he will make a statement about the proposals for constitutional advance in Fiji.

Yes. The Governor of Fiji and I consider that the elected representatives of the public should be more closely associated with the formation and implementation of Government policy. It is proposed that unofficial members of Executive Council shall be invited to undertake supervisory functions over groups of Government Departments. If this arrangement proves successful I hope it will be possible to progress to a Ministerial form of Government with executive responsibility.

I have placed in the Library copies of a statement which is being issued by the Governor of Fiji and which sets out the proposals in broad outline for local discussion.
