asked the Parliamentary Secretary for Science if he will prepare and publish an estimate of the extent to which the finances of scientific and technological institutions will suffer as a result of the new rating obligations imposed upon them by the Rating and Valuation Bill and what plans he has to ensure that their activities in the national interest will not be curtailed on that account.

It is not practicable to attempt to estimate what the rating obligations of such institutions are likely to be until new valuation lists are prepared towards the end of 1962. With regard to the second part of the Question, I would draw the hon. Member's attention to the statements made by my right hon. Friend, the Minister of Housing and Local Government, in Standing Committee D on Tuesday last-14th February—as reported in columns 424–426 of the OFFICIAL REPORT.
