85. Mr. Swingler

asked the Minister of Housing and Local Government and Minister for Welsh Affairs what factors he normally takes into account in assessing whether local authorities are charging reasonable rents for municipal houses.

Mr. Brooke

In my judgment a local authority cannot be said to be following a reasonable rent policy so long as it is subsidising the rents of tenants who do not need to be subsidised at all; or, where help is genuinely needed, is subsidising the rents to a greater extent than is necessary.
