asked the Minister of Pensions and National Insurance if he is aware that the pensioners, who are not now receiving the full pension because they have not sufficient stamps on their cards, are to be precluded from receiving the full increases; and if he will take steps to enable all pensioners to receive the full increase.

In a contributory scheme, it is right that people who satisfy the contribution conditions only in part should get reduced rates of benefit. But, as with all past increases in national insurance benefits, such reduced rates are being raised in April in the same proportion as the standard rates.
