107. Mr. Ellis Smith

asked the Minister of Transport if he will introduce legislation to give effect to the recommendations of the Department of Scientific and Industrial Research concerning the need for all engines to be properly maintained in order to prevent unnecesary air pollution by excess fumes.

Mr. Marples:

It is already an offence to use a vehicle emitting smoke or fumes likely to cause damage to property or injury or danger to anyone, and the police can and do prosecute offenders. Well-maintained and properly driven diesel-engined vehicles do not make dark smoke. Officers of my Department not only use their powers to restrict the use of offending goods vehicles and buses until or unless they are repaired, but also take every opportunity of impressing on operators the necessity for proper maintenance.
