asked the Secretary of State for Commonwealth Relations what plans exist for the establishment of a Commonwealth Development Bank, with a view to taking greater advantage of the unused productive capacity which exists in the Commonwealth.

Mr. Sandys:

The possibility of establishing such a Bank has been discussed from time to time at meetings of the Commonwealth Economic Consultative Council. My hon. Friend will recognise that the main problem is not the creation of additional financial machinery but the mobilisation of greater investment resources by which alone the production capacity of under-developed Commonwealth countries can be increased.
