asked the Secretary of State for Commonwealth Relations if he will make a statement on the circumstances in which Mr. Harry Nkumbula, a British protected person, was arrested in Johannesburg, South Africa, and detained for 24 hours, before being allowed to proceed to attend the Northern Rhodesia Constitutional Conference in London.

I have been asked to reply.

I understand Mr. Nkumbula missed his aircraft at Johannesburg on 19th January and that he was detained until the next flight which was on the following day. When the report of this appeared in the South African Press, the High Commissioner asked the Union Government for an official account of the incident. This is still awaited.
