§ Mr. Brockwayasked the Civil Lord of the Admiralty what instructions were issued in the Admiralty Intelligence Circular of November, 1960, regarding the exclusion of coloured personnel from the crews of naval vessels visiting ports in the Union of South Africa.
§ Mr. C. Ian Orr-Ewing:No such circular has been issued. The Admiralty's last instruction on this subject was issued to Naval Authorities in a letter dated April, 1960 I explained to the House on the 30th January the effect of those instructions and the Admiralty's reasons for issuing them.
