asked the Minister of Transport why he has decided to inaugurate one-way traffic in Valley Road, Rickmansworth, Hertfordshire.

Because I consider the "T" junction of Valley Road with Chorleywood Road (A.404) dangerous for drivers leaving Valley Road. The gradient is 1 in 7 uphill and the sight lines are poor. My decision was taken on the recommendation of the London and Home Counties Traffic Advisory Committee.
