asked the Lord Privy Seal whether he will propose to the United Nations the adoption of the principle that military measures to maintain law and order, in any territory where a dispute occurs, should be conditional upon the United Nations force being able to undertake with ground troops the tasks involved without the use of bombing aircraft.

Her Majesty's Government have every sympathy with the objectives set out in the right hon. Gentleman's Question but it would not be proper to attempt to place an absolute limit upon United Nations operations in this way for any hypothetical future contingency.
