Mr. Biggs-Davisonasked the Minister of Transport what are the difficulties in siting lay-bys on the Epping New Road, A.11; and whether he is in a position to make a statement on his further discussions with the Conservators of Epping Forest about sites between Buckhurst Hill and the Wake Arms.
§ Mr. MarplesThe problem is to reconcile the need for lay-bys with the Conservators' statutory responsibility for safeguarding the peaceful and rural atmosphere of the Forest. The recent discussions have not overcome this difficulty. I am now considering what action I should take.
