HC Deb 13 December 1961 vol 651 c45W
47. Mr. W. Hamilton

asked the Secretary of State for Scotland whether he has yet completed his study of the Plowden Report on the Control of Public Expenditure; and what steps he intends to take to ensure that farm subsidies and grants go to those who need them most, in accordance with one of the Committee's recommendations.

Mr. Maclay

I have read with interest the Report on the Control of Public Expenditure which Lord Plowden and his colleagues produced. As regards the second part of the Question, I do not interpret the Committee's recommendations in that way. The object of these subsidies and grants is to ensure a stable and efficient industry, and they are directed where they are needed to that end.
