Hamiltonasked the Secretary of State for Scotland whether he has yet completed his study of the Plowden Report on the Control of Public Expenditure; and what steps he intends to take to ensure that farm subsidies and grants go to those who need them most, in accordance with one of the Committee's recommendations.
§ Mr. MaclayI have read with interest the Report on the Control of Public Expenditure which Lord Plowden and his colleagues produced. As regards the second part of the Question, I do not interpret the Committee's recommendations in that way. The object of these subsidies and grants is to ensure a stable and efficient industry, and they are directed where they are needed to that end.
