§ 67. Sir J. Lucasasked the Lord Privy Seal whether he will propose an amendment to the United Nations Charter to provide that members more than six months in arrear with their subscription should be refused the right to vote.
§ Mr. HeathAmendment of the Charter requires the concurrence of all the permanent members of the Security Council and two-thirds of the members of the General Assembly. Since the defaulters include three of the five permanent members of the Security Council and more than two-thirds of the members of the General Assembly, I fear that amendment of the Charter in the sense suggested is not practicable.
