Mr. Russell

asked the President of the Board of Trade, in view of the fact that some 60 independent countries are not contracting parties to the General Agreement on Tariffs and Trade, if he will state the disadvantages these countries suffer in their trade with the United Kingdom compared with foreign countries which are contracting parties to the treaty.
