asked the Secretary of State for the Colonies what arrangements he is making with regard to African representation on the municipal council of Lusaka in Northern Rhodesia.

The Northern Rhodesian Government is at present preparing legislation to enlarge the Constitutions of local authorities and to provide for the representation of Africans on municipal councils and management hoards. In the case of the City Council of Lusaka, where councillors are almost all elected, African councillors will almost certainly be elected but the method of election and members have not yet been decided. The principle that Africans should be directly represented on municipal councils is accepted by the Northern Rhodesia Government.
