asked the Chancellor of the Exchequer whether he will arrange for refunds of Pay-As-You-Earn Income Tax to be made in uncrossed rather than crossed warrants.

No. It has been the practice for many years, for reasons of security and economy, to make all repayments of Income Tax by crossed cheque, and I have no evidence that this practice has caused any appreciable inconvenience.
