asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will announce the district valuer's valuation on the Moorhill property in Sunderland which is to be bought by the council.

Mr. Brooke

No. The district valuer's recommendation to a local authority about the price at which it should seek to negotiate a purchase is necessarily confidential.

Mr. P. Williams

asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether, in view of the opposition to a change of use of the Moorhill property in Sunderland, he will direct the local planning authority to refer any application for change of use to him in order that objections may be heard.

Mr. Brooke

The property is allocated in the development plan for residential use. The proposed use, as a hostel for elderly and mentally infirm, persons, is not inconsistent with this allocation, and I do not think that there are grounds for me to intervene. Objections to purchase of the property by the council will be heard at an inquiry to be held by my right hon. Friend the Minister of Health.
