Mr. Mason

asked the Secretary of State for the Home Department if he has yet completed his consideration of the Ingleby Committee's Report dealing with children and young persons, particularly the recommendations of paragraph 87 that authority to initiate proceedings should be confined to the police or the local authority; and, in view of the fact that this is to the exclusion of the National Society for the Prevention of Cruelty to Children, whether he will now give an assurance this specific recommendation will not be accepted.
