asked the Minister of Transport whether, in view of the availability of the new Hartridge-B.P. smokemeter, which provides a prompt and accurate measurement of smoke emission, details of which have been sent to him by the hon. Member for Dunfermline Burghs, he will draft new regulations to deal with diesel fumes, defining an offence in terms of the density of smoke emitted, whether or not a specific injury can be proved.

We are advised that none of the meters at present available is wholly suitable for roadside enforcement of limits on diesel smoke emission. We will consider the possibility of amending the regulations in the way suggested as soon as the limitations of any mater have been overcome.
