asked the Civil Lord of the Admiralty whether he will make arrangements that all coastal cargoes going to the British Government dockyards should be carried in British ships

Coastal cargoes are usually conveyed between the Royal Dockyards in Admiralty-owned Royal Fleet Auxiliaries. It is exceptional for the Admiralty to use commercial vessels for coastwise shipments to or from H.M. Dockyards, but should this be necessary they would usually be carried in British vessels.
