§ Mr. H. BrookeThe number of houses and flats let by private owners is about 5½ million. Of these I estimate that about 2 million are for a variety of reasons not subject to control. About 3½ million dwellings are let by local authorities and new town corporations, and the rents of almost all of these contain some element of subsidy. There are between 5½ and 6 million owner-occupied houses.
