§ The Prime MinisterThe first approach on this subject was, I understand, made on the Service level towards the end of last year. I discussed the proposal in general terms with the President of the United States at the meeting at Camp David in March of this year. Discussions have continued since that date at different levels on the technical and political aspects of the question. These were finalised as regards the main principles by the interchange between the two Governments at the very end of October. This enabled me to make my statement at the earliest moment in the new Session.
