§ Mr. WatkinsonIn July, Her Majesty's Government were asked by the Congolese authorities to accept some 50 cadets for training in this country. With the agreement of the United Nations authorities, we undertook to meet this request as part of our contribution to the United Nations' effort in the Congo. Subsequently, the United Nations Secretary-General asked us to postpone the arrangements which had been made, and we did so.
