§ The Prime MinisterThe understanding reached with the United States Government by the noble Lord, Lord Attlee, and confirmed by my right hon. Friend the Member for Woodford (Sir W. Churchill) provides that the use of these bases in an emergency would be a matter for joint decision. It does not limit the matters for joint decision to the employment of nuclear weapons.
