What were the reasons for the rejection of a Soviet offer to join the United States, Canada and the countries of Western Europe in working out a new European Economic Organisation?

The discussions which are in progress are concerned with the future of an existing Organisation, the Organisation for European Economic Co-operation. The Governments participating in the Paris Meetings are therefore necessarily only the members or associate members of that organisation.
