asked the Chancellor of the Exchequer why cheques received from Government Departments are exempted from the provision of the Cheques Act, 1957, which enables cheques to be paid into a bank without endorsement.

Cheques drawn by Government Departments are subject to the same legal requirements as regards endorsement as other cheques. Payable orders and similar instruments used by Government Departments for certain types of payment are not covered by Section 3 of the Cheques Act, 1957, and require to be signed by the payee.
