Mr. Brockway

asked the Secretary of State for Foreign Affairs if he will open negotiations with the Government of the United States of America regarding the United States bases on British territories in the Caribbean area on the basis of the proposals forwarded by the United States Government to the United Kingdom in August, 1959.

As was announced on 11th December, 1959, the Governments of the United States and the United Kingdom have, at the request of the Government of the West Indies, agreed to hold a series of talks to discuss the 1941 Leased Bases Agreement. The talks will be tripartite with the participation of the Governments of the United States, the United Kingdom and the West Indies. I understand that the Government of The West Indies have invited interested territorial Governments to a preliminary meeting in order to prepare for the tripartite talks which it is hoped will begin soon after these preliminary discussions are completed.
