As to the last part of the Question, if Bank Rate and yields on Government debt reverted today to their levels of 1st April, 1951, that would have no effect on the cost of servicing the debt outstanding today; it would have some effect on the cost of servicing any debt issued after today, the amount of which effect would depend upon the amounts and forms of debt issued, and is therefore unpredictable.
