asked the Secretary of State for the Colonies whether he is satisfied that African civil servants holding degrees in territories for which he is responsible in East and Central Africa can earn salaries comparable to graduates in the administrative and executive grades of the home Civil Service; and if he will make a statement.

A direct comparison of this nature between salaries in the United Kingdom and East and Central Africa would be misleading. I have no information to suggest that the salaries of African civil servants holding degrees are markedly out of line with those of their colleagues having regard to the principles governing the structure of the Civil Service in the territories in question. A Salaries Commission is shortly to visit East Africa.
