In order to ensure satisfactory coordination of the work of these two bodies and a smooth transition from one to the other, I thought I could not do better than to invite Lord Terrington, the Chairman of the Advisory Council, who commands widespread confidence, whether he would be willing to take on for a while the additional post of Chairman of the new Licensing Board; and he has expressed his readiness to do so.
