§ Mr. R. A. ButlerThe carrying out of beat, patrol and point duty in the rain196W is an accepted part of police duty. It would not be practicable to erect roofed-in stands for officers on point duty; and, while umbrellas are said to have been carried by Guards Officers at Waterloo, I do not think that they would be suitable for the police.
