§ Mr. H. BrookeClerks of rent tribunals are not civil servants, though their conditions of service conform broadly with those of temporary civil servants. They are appointed by, and are solely responsible to, the tribunals they serve; and their appointments are dependent upon renewal of the jurisdiction of the tribunals year by year. In these circumstances I do not think there118W is justification for changing their status and conditions of employment.
