BrookeI promised to consider the representations made by the Association of Public Health Inspectors in 1958, and I did so before introducing the House Purchase and Housing Bill later that year. But at the same time I drew attention to difficulties for both landlords and tenants of seeking to compel the carrying out of improvement works.
